COVID-19 Response

Below you will find a rundown of the current requirements in regards to film production in Korea,
based on official recommendations put forth by government agencies and health authorities.
The manual was written by Korean Film Council on 8th April, 2020. The suggestions include the following but are not limited to the recommendations below.
Guilds, Production Companies, and Studios may also have regulations. Be sure to consult local officials to ensure you are following any other mandates.

Infection Prevention Guideline

A. Frequently communicate COVID-19 infection prevention guidelines to cast and crew through group messenger and text messages.
B. Place posters and banners of infection prevention guidelines on location and on sound stages.
C. Inform everyone of the relevant guidelines and how to report cases of infection if anyone has visited places with COVID-19 outbreaks.
D. Advise everyone to refrain from visiting internet cafes, bars, and places of worship.
E. Create and distribute on-site manual.

On-Site Guidelines for Infection Prevention

A. Set up systematically to check temperatures on-site
Set up body temperature check points to detect and manage cases of fever early
LEVEL TEMPERATURE CHECK SYSTEM
LEVEL 1 Have everyone among cast and crew voluntarily reports cases of fever and relevant symptoms
LEVEL 2 Have temperature check devices ready at the entry point of production site
LEVEL 3 Regular temperature check while filming(twice a day)
B. Set up mandatory procedures and action plan
CATEGORY MANDATORY PROCEDURES
Personal hygiene rules - Wear a mask at all time: while on-site/at call-time and while moving to different locations/at end of day
- Wash hands and use hand sanitizers at all time
- Do not touch your eyes, nose or lips
- Be considerate to others when coughing - cover your mouth with your clothes
Not going on-site in case of
having suspicious symptoms
- Any cast and crew with fever or respiratory symptoms should not go to the production site

In case of having fever and/or respiratory symptoms, stay at home and do not have physical contact with others. Observe your symptoms for 3-4 days at your residence.

- If the symptoms worsen, voluntarily report to the producer/production team and consult with local health care centers or call CDC Call Center(☎1339). Visit primary COVID-19 test centers for check-up.

In case of recently
coming from abroad
Any cast and crew who visited countries with COVID-19 must refrain from visiting production sites for two weeks
C. Sanitize production site twice a day

Sinks, door knobs, staircase handrail, and any public surface people come into contact with

D. Set up check-up system by using on-site self checklist
E. Use disposable products at craft service tables and sanitize the area frequently per the mandatory procedure
F. Use disposable products at catering services, and have catering staff observe prevention guidelines(wearing masks and protection gears, etc.) in accordance with the mandatory procedures.
G. Control the inflow of guest visitors at production sites (ban any visitors unless scheduled in advance).

Guidelines in case of having COVID-19 Patients or Possible Infectees

A. Action plan for when a person with fever appears on-site

1) In case someone has fever over 37.5℃, have the person wear a proper mask and immediately leave the site and go home. Inform the person of the government's self-quarantine guidelines (the manager in charge who is interacting with the patient should also wear a proper prevention mask).
2) This person should stay home for seven days, rest well, and check for symptoms.
3) In case the person continues to have fever over 38℃ and the respiratory symptoms worsen, he/she should go to the local heath care center, or call 1339 or (area code)120 to report the case, and visit COVID-19 test centers after consultation.

B. Action plan for confirmed patient/exposed person/traveler from abroad

1) Confirmed patient/exposed person/traveler from abroad should self-report immediately and be restricted from entering the site
2) Action plan for travelers from abroad who self-reported
- Inform them of self-quarantine guidelines: Must not go to work for fourteen days from arrival date in Korea; must not go out or be in public spaces.
- Inform them of guidelines in case of fever over 37.5℃ or respiratory symptoms: Report and consult with local health care center or call 1339 or (area code) 120 and visit test centers.

C. The space where the person with fever was staying (prior to being sent home) should be sanitized with sanitizing products, such as alcohol, chlorine bleach, etc.
D. Step-by-step action plan in case of finding someone with fever

Guidelines on how to Handle COVID-19 Patients and People Who had contact with COVID-19 Patients

A. Once confirmed, inform the production company immediately and shut down the shoot temporarily.
B. Inform not only the main crew, but all the actors and anyone/any companies related to the shoot (VFX, Special Effects/Make-up, extras, etc.), as well as guest visitors, teamsters and all supporting staff who were hired.
C. Fully Cooperate with health officials on epidemiological investigation

1) Anyone who had contact with confirmed patient(s)* should self-quarantine until testing from health care center and the relevan epidemiological investigation have been completed.
2) If someone has been ordered to self-quarantine by the health officials due to the results of the epidemiological investigation (after having been identified as having had contact with confirmed patient(s)), the person should follow the health officials' instruction and self-quarantine.
* a person who has tested positive for the pandemic pathogen according to the test criteria, regardless of clinically defined symptoms (including cases of co-workers in the same workplace and visitors/clients who are confirmed to be COVID-19 patients)

Film Production Daily Self Checklist to Prevent COVID-19

The purpose of this checklist is to prevent the infection and spread of COVID-19, and to detect early symptoms and assist in epidemiological investigation in the event of a confirmed case at the production site. You are required to fill out the form and keep it for your own record. The form will only be requested and submitted in the event of an epidemiological investigation. Please fill it out honestly.

- Please fill out this form every morning and list the activities/events that took place on an hourly basis from the day prior.
- Korean Film Council will make the relevant announcement when a program to fill out this form online and through mobile devices becomes available.
